I mean the guy can rivet (over 1300 hand rivets), but can he properly time multiple barrels to be in the correct position as the round is fired? Doubtful.Also, I'm curious if the 10/22 he used was factory or not? If so, did he remove the stock to mount it in his new chassis? By removing the stock I'm wondering if he made a "weapon made from a rifle" title 2 firearm. And if he had used an 80% or non Ruger virgin receiver instead of a rifle receiver he wouldn't have to worry about whether he made an unregistered title 2 firearm rather than some some sort of title 1 other firearm. If he had completed an 80% lower to build this he wouldn't even require a serial number.
